You forgot some really important details about usability that, sadly, a lot of CMS's just can't do or make it very difficult for the average user to do:

Add an image, from their hard drive, to an article.
Add a form to a page, any page.

@Chris, we've actually had quite a lot of luck on this front. The organisations we've worked with (a good number) have already worked out the importance of usability due to previous bad experiences, or are quickly sold on it's idea. In most of our CMS selection projects, usability is one of the top-line considerations.

What helps, I think, is having the CMS selection managed by the team who manages the site, rather than some other IT team who knows little about the web.

I sympathise with your plea for usability to be considered in the CMS purchasing cycle, James. However I feel it will fall on deaf ears - this is not a topic that is likely to be of importance at board level. Costs, performance, ROI - yes. Usability? Hmm. There are no important stakeholders there so it may be a lost cause. Only the users suffer - the webmaster, sysadmin and authors - and who listens to them. The accountants rule.
