Look carefully into the COTS

David Walker has written an article about the failure rate of CMS implementations, sparked by the recent Jupiter report. To quote:

So why do the systems fall short? We can start to answer the question by noticing that the failure of web content management systems resembles other failures of commercial off-the-shelf (COTS) systems. You can find plenty of organisations that stumbled in implementing a pricy web content management system such as Vignette. But, in the early 2000s, high failure rates seem almost the norm for large COTS business-wide information systems in areas such as payroll and logistics and accounting.
